The Northern Bluemont Manor strongbox is located within the northern building on the Bluemont estate, which itself is in the western part of Hernand.
Finding the strongbox is simple, just go through the door on the southern end of this building and then climb up the stairs. It’s a good idea to check whether anyone else is in the room before you start stealing though.
