Zapdos is one of the Kanto region’s legendary birds, so it can, of course, be found in Pokémon Pokopia.
To meet Zapdos, however, you first need the Abandoned Power Plant, which requires a lot of materials. (And I mean a lot.) Still, it’s worth it for the chance to meet a legend. So read on to learn how to get Zapdos and build the Abandoned Power Plant in Pokopia.

How to get Zapdos in Pokopia
You need to build the Abandoned Power Plant to find Zapdos in Pokopia. Yet, things in the Pokémon universe are never that simple…
1. Get the Abandoned Power Plant building kit
The Abandoned Power Plant sits atop the mountain on the southern island in Palette Town. Simply look for the Yellow Poké Ball on a plinth. Though, you might find this a tricky spot to reach if Ditto doesn’t know how to swim… It’s also a good idea to either know how to fly or bring some spare blocks to make a pathway to the mountain’s peak.
Palette Town itself is accessible after you’ve completed the game’s tutorial (though it will warn you against visiting). Pokopia will prompt you to visit after you’ve completed the Important Request in either Bleak Beach or Rocky Ridges. You can reach Palette Town by taking the western road out of Withered Wasteland.
2. Build Abandoned Power Plant
Before you can build the Abandoned Power Plant, you first need to find a place to put it. This building kit is very large so you’ll have to do some landscaping no matter where it goes. The good news is that it doesn’t have to be placed in Palette Town. Personally, I placed mine next to the tower where you start the ‘Do the… Team Initiation Challenge’ Important Request. It felt fitting.
Once the Abandoned Power Plant building kit is all set up, you’ll need the following to build it:

If you’re missing one of the Specialities, then try moving a Pokémon from another location to where you’re building the Abandoned Power Plant. We’ve also got a full Specialities list which you might find useful.
Copper Ingots are found by smelting Copper Ore, which is located in Rocky Ridges, Bleak Beach and the Clefairy Doll Dream Island. Sea Glass Fragments are found in Bleak Beach and on the Pikachu Doll Dream Island. For Pokémetal, we have a guide on how to get Pokémetal.

After you’ve gathered all of the required materials and Pokémon, it will take one day for the Abandoned Power Plant to be built. There have been reports that you can only build one of the legendary bird locations per day, but I didn’t encounter this problem. Though I did spread all three out across three different locations.
3. Go meet Zapdos
When the Abandoned Power Plant is finally constructed, it’s time to head inside to meet Zapdos! If Zapdos is the last legendary bird you needed to meet, you’ll unlock the Tidal Bell recipe at this point.
