Articuno is one of the legendary birds and can be found in Pokémon Pokopia.
You’ll have to put a lot of work in though to meet Articuno as finding it requires building the Freezing Chambers. This building not only takes up a lot of room, but requires a lot of material including one that is quite difficult to find! How to get Articuno in Pokopia
You need to build the Freezing Chambers to get Articuno in Pokopia. Though that’s a little more difficult than it sounds…
1. Get the Freezing Chambers building kit
First, you need to get the Freezing Chambers building kit. Thankfully, this is a very easy task as it can be found atop the hill on the first island in Palette Town. (That’s the island with the Pokémon Center on it.) Just climb to the top of that mountain, take the Yellow Poké Ball off the plinth and Freezing Chambers will be yours!
Though the game will warn you against visiting until you’ve completed an Important Request in either Bleak Beach or Rocky Ridges, Palette Town is accessible from the beginning of the game. It’s reached by taking the western road out of Withered Wasteland.
2. Build Freezing Chambers
Now things are about to get difficult! Firstly, you need to find somewhere to build the Freezing Chambers. This is an incredibly big building kit, so it needs to be an open area or one you’re prepared to do a lot of landscaping on. It does not have to be in Palette Town, so feel free to place it whether you like.
Personally, I put the Freezing Chambers in Palette Town but did it over some open water. This did save me a little bit of time, but I still had to place down a floor before I could start building.
When it comes to actually building the Freezing Chambers you need:

Remember – if you don’t have a Pokémon with one of the required Specialities, then you can always move it from another location into the one where you’re building Freezing Chambers. Check out our complete Specialities list to get an idea of what Pokémon you can use.
Stone can be found either on the ground or by smashing rocks or rubble throughout Pokopia. Crystal Fragments can be found in the depths of the Rocky Ridges mines or by using the Dragonite Doll to visit the Sky Dream Island.

Once you’ve gathered all of the required materials and Pokémon, it’s time to start building! It will take one day to build Freezing Chambers. There have been reports that you can only build one of the legendary bird kits at time. Personally, I didn’t encounter this but I had spread the legendary birds out across three regions.
3. Go meet Articuno
After the Freezing Chambers is completed, head inside and talk to Articuno to add it to your Pokédex. If Articuno is the last legendary bird you needed to meet, then you’ll also unlock the recipe for the Tidal Bell.
